The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are waged: hopeful statements are issued from various governments. Immense energy is allocated on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through up-to-date information. From observation points, defense planes that had been scrambled to counter approaching cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, endure.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a just a single week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
